When in Free Play mode on the "Bricksberg Construction" and "Put The Thing On The Thing" levels, you must be playing as the characters in the level when the dancing mini-game starts. "Bricksberg Construction" level characters are Emmet (in the construction helmet) and Gail. "Put The Thing on the Thing" level characters are Emmet (robot disguise) and Wyldstyle (robot disguise) If you are not playing as those characters in their respective levels when the game begins, the mini-game will not be able to start and you will not be able to progress.
